Building a fairer cultural ecosystem

As cultural infrastructure is being rebuilt and new public policies for culture enter the implementation phase, this discussion invites reflection on the kind of cultural ecosystem we are creating—and the experiences of those shaping it. How do we understand and measure the impact of culture on communities? How can we build a system that is fair, accessible and sustainable for artists, organisations and civic initiatives? What approaches are needed across different levels of organisation—from grassroots initiatives to established organisations and public institutions? And how do we strengthen dialogue between institutions, the independent cultural sector and the public?

Drawing on the preliminary findings of the research on cultural funding reforms and the Social Impact Study of Kosovo’s Independent Cultural Sector, the discussion brings together perspectives from public policy, civil society, grant-making and independent cultural practice. Together, we will reflect on current practices, emerging challenges and the next steps towards a cultural ecosystem that is more just, open and sustainable—one that understands culture as an essential part of democratic development, civic participation and public life.
